The short version
Dholera compared with India's other planned cities: GIFT City is an operational finance and IFSC hub and India's first operational greenfield smart city; Amaravati is a rebuilding administrative capital; Naya Raipur is well-built but low on organic activity. Dholera is different, an industrial smart city anchored by private capital like the Rs 91,000 cr Tata fab on a 920 sq km canvas. Its edge is scale, anchors and early entry; each city is described fairly.
How does Dholera compare with India's other planned and smart cities? Fairly, and without knocking the others. This page compares Dholera with GIFT City, Amaravati and Naya Raipur on purpose, scale, driver and 2026 status, so you can see where each fits. The table gives the quick view, and the notes explain the real differences, chief among them that Dholera is an industrial bet anchored by private capital, not an administrative capital.

The comparisons that matter
Dholera vs GIFT City
GIFT City is an operational finance and IFSC hub near Gandhinagar, and it holds the defensible title of India's first operational greenfield smart city. Dholera is a still-building industrial smart city focused on semiconductors, solar and manufacturing.
They are complements, not rivals: GIFT exists today for financial services, Dholera is a long-horizon industrial-land play. Dholera's edge is scale and private industrial anchors; GIFT's is that it is already running.
Dholera vs Amaravati
Amaravati is Andhra Pradesh's planned administrative capital on the Krishna riverfront, which has faced political and funding disruption and is rebuilding. Dholera is an industrial city anchored by private capital, not government tenancy.
Administrative capitals depend on the state relocating into them; Dholera depends on industry arriving, and it already has a Rs 91,000 cr fab in build.
Dholera vs Naya Raipur
Naya Raipur (Atal Nagar) in Chhattisgarh is a well-built administrative city that has struggled to attract organic private activity. Dholera's thesis is the opposite, private industrial anchors first.
Good infrastructure alone does not guarantee a living city; Dholera is betting that real industrial demand does.
Where Dholera genuinely stands out
Unlike administrative capitals that rely on government tenancy, Dholera is anchored by real private industrial capital on a 920 sq km canvas, with plug-and-play infrastructure and multi-modal connectivity.
That combination of scale, industrial anchors and early-stage entry is its genuine edge, and it is fully sourced.
Dholera and GIFT City are different bets, not rivals
People often compare Dholera with GIFT City, but they solve different problems. Dholera SIR is a greenfield industrial and manufacturing smart city on the Ahmedabad district coast, about 100 km south-west, focused on semiconductors, solar, logistics and manufacturing, built under the Gujarat SIR Act of 2009 as a DMIC node, and still in early build-out. GIFT City, the Gujarat International Finance Tec-City near Gandhinagar and about 12 km from Ahmedabad airport, is a finance hub for banking, capital markets, insurance, funds, fintech and bullion, regulated as an IFSC by the IFSCA, and it is operational today with around 939 registered entities reported in June 2025. GIFT City is India's first operational greenfield smart city and IFSC, which is a real, defensible first. Dholera's honest positioning is India's flagship greenfield industrial smart city and the largest DMIC node, anchored by private industrial capital rather than government tenancy. For an investor, GIFT is a proximity-to-financial-services play that already exists, while Dholera is a long-horizon industrial-land play that is still being built. Who is actually investing in Dholera
It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.
What is Dholera SIR, in one honest paragraph
Dholera SIR is the Dholera Special Investment Region, a greenfield industrial smart city taking shape in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. It is built under the Gujarat Special Investment Region Act of 2009 and is the flagship node of the Delhi Mumbai Industrial Corridor. The planning envelope is roughly 920 sq km, of which about 580 sq km is developable and around 422 sq km is set for urban development, phased across roughly three decades. The first live piece is the Activation Area of about 22.5 sq km inside Town Planning Scheme 2, the plug-and-play demonstration zone where trunk infrastructure was laid before anything went up above ground. Planning sits with DSIRDA, the statutory land and planning authority. The city itself is built by DICDL, a special purpose vehicle formed on 28 January 2016 and owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust. That dual-government structure is the single most important thing to understand about Dholera, because it is why the project keeps moving even when individual timelines slip. Who runs Dholera and why the structure matters
Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.
The dated milestones that show momentum
Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.
How connectivity is changing the map
Connectivity is the reason Dholera moved from a slideshow to a place you can drive to. The 109 km Ahmedabad to Dholera Expressway, a four-lane access-controlled greenfield road built by NHAI and designed for 120 km/h, was reported inaugurated by the Prime Minister on 31 March 2026 and is operational. Reported travel time between Ahmedabad and Dholera has fallen from roughly two hours to somewhere between about 40 minutes and an hour, with sources varying, so treat the exact figure as reported rather than fixed. The Dholera International Airport, with a 3,200 m Code 4E runway about 20 km from the SIR and around 80 km from Ahmedabad, was reported roughly 80 percent complete in mid 2026 with operations targeted for late 2026. No firm opening date has ever held, so we present it as a target, not an achieved fact. An Ahmedabad to Dholera semi-high-speed rail line of about 134 km was cleared by the CCEA around 13 May 2026 at a reported cost near Rs 20,667 cr, targeted for 2030 to 2031. Frequently asked questions
Dholera vs GIFT City, which is better?
They are different bets. GIFT City near Gandhinagar is an operational finance and IFSC hub. Dholera is a still-building greenfield industrial smart city focused on semiconductors, solar and manufacturing. GIFT is a proximity-to-finance play that exists today, Dholera is a long-horizon industrial-land play.
Why is Dholera so famous?
Because it is India's flagship greenfield industrial smart city and home to India's first major commercial semiconductor fab, the Rs 91,000 cr Tata plant. Add the dual-government backing, the open expressway, operational solar and the plug-and-play Activation Area, and it has become the most-watched greenfield city in the country.
What is the future of Dholera smart city?
The plan is a phased build over roughly 30 years toward a large industrial smart city with a promotional target near one million residents, anchored by semiconductors, solar and manufacturing. Completion years are stated as 2040 or 2042 inconsistently, so treat any single year as a reported target.
Is it safe to invest in Dholera SIR?
It can be, if you buy the right way. Dholera has genuine strengths: dual-government backing through DICDL (51 percent Gujarat, 49 percent Centre), a Rs 91,000 cr Tata semiconductor fab under construction, about 300 MW of operational solar and an open expressway. The safety comes from discipline: buy a RERA-registered plot verified inside the SIR boundary, confirm the GUJRERA number, N.A. title and 7/12 chain, and get the all-in price in writing. Treat appreciation as an expectation, never a guarantee.
In which year will Dholera be complete?
There is no single reliable completion year. The master plan is phased across roughly three decades, with end-year targets stated as 2040 or 2042 in different sources. Individual milestones like the expressway (2026) and rail (2030 to 2031 target) are more useful than a single finish date.
