The short version

The key facts about the Dholera semiconductor hub: it is India's first major commercial 300mm fab, built by Tata Electronics with PSMC at Rs 91,000 cr, Cabinet-approved on 29 February 2024 under the India Semiconductor Mission, with capacity up to 50,000 wafers a month on nodes 28 to 110 nm and ASML as lithography partner. A first chip is targeted for 2026 to 2027, not yet produced. Micron is in Sanand, not Dholera, and Vedanta-Foxconn collapsed in 2023.

Listen
How we ranked: we rank the facts by significance and label each durable, reported or target, sourcing them to PIB, Tata and Gujarat records. Corrections about Micron and Vedanta-Foxconn are included because they are the most common errors.

Dholera's semiconductor hub is the most important, and most misreported, part of the story, so here are the facts, each labelled and sourced. This page ranks the key facts about the Dholera semiconductor hub by significance, from the durable headline that it is India's first major commercial fab to the crucial correction that Micron is in Sanand, not here. We flag every target as a target.

How we label facts: every figure is marked durable (structurally fixed), reported (with a date) or target (announced, not yet delivered). We never present a target as an achievement.

The key facts about the Dholera semiconductor hub

1

It is India's first major commercial semiconductor fab

The Tata Electronics fab, with PSMC, is India's first major commercial 300mm semiconductor fabrication plant, the strongest single fact in the Dholera story. [Durable]

This is the fact that reframed Dholera nationally, from a land play to a chip city.

2

The investment is Rs 91,000 cr

Investment of Rs 91,000 cr, about US$11 billion, with the PIB Fiscal Support Agreement citing Rs 91,526 cr. [Durable]

It is the single largest well-sourced investment figure at Dholera.

3

Cabinet approval came on 29 February 2024

The Union Cabinet approved the fab on 29 February 2024 under the India Semiconductor Mission, which covers 50 percent of eligible cost. [Durable]

The Fiscal Support Agreement was later signed on 5 March 2025, locking in central support.

4

Capacity is up to 50,000 wafers a month

Planned capacity of up to 50,000 wafers a month on a 300mm line, on mature and specialty nodes from 28 to 110 nm. [Durable]

Products include power-management chips, display drivers, microcontrollers and high-performance logic.

5

ASML is the lithography partner

Tata Electronics signed a lithography MoU with ASML, a world leader, reported around 17 May 2026. [Reported, MoU]

A world-tier equipment maker engaging with Dholera is a strong credibility signal.

6

The first chip is a target, not a fact

Ground-breaking was March 2024, civil work was reported around 50 percent complete by May 2026 after a soil redesign, and a first chip is targeted for 2026 to 2027. No source confirms a chip has been produced. [Target]

We never state the fab is producing chips, because that has not been confirmed.

7

Micron and Vedanta-Foxconn corrections

Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew. [Durable corrections]

The bankable, breaking-ground Dholera fab is Tata plus PSMC, and only that one.

The Tata semiconductor fab, the anchor that changed everything

The strongest fact in the whole Dholera story is the Tata Electronics semiconductor fabrication plant. Built by Tata Semiconductor Manufacturing Pvt Ltd with Taiwan's PSMC as technology partner, it was approved by the Union Cabinet on 29 February 2024 under the India Semiconductor Mission. The investment is Rs 91,000 cr, roughly US$11 billion, and the PIB Fiscal Support Agreement cites Rs 91,526 cr. Planned capacity is up to 50,000 wafers a month on a 300 mm line, on mature and specialty nodes from 28 to 110 nm, making power-management chips, display drivers, microcontrollers and high-performance logic. The Fiscal Support Agreement was signed on 5 March 2025, and a lithography MoU with ASML, a world leader in the field, was reported around 17 May 2026. Ground-breaking was in March 2024 and civil work was reported around 50 percent complete by May 2026 after a late-2025 redesign for the local soil. A first chip is targeted for 2026 to 2027, which remains a target, because no source confirms a chip has been produced. This is India's first major commercial fab, and it is what turned Dholera from a plan into a place with real industrial gravity. Who is actually investing in Dholera

It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.

The sectors Dholera is built for

The official DICDL sector list is broad: defence, aviation, electronics and semiconductors, high-tech and emerging industries, pharma and biotech, heavy engineering, auto and auto-ancillary, general manufacturing, agro and food processing, and metals, plus renewables. Two of those are proven on the ground and the rest are priority sectors with anchors still emerging, a distinction worth keeping. Semiconductors and electronics is the flagship, anchored by the Tata fab and its supplier ecosystem. Solar and renewable energy is real too, with about 300 MW commissioned and 1,000 MW sanctioned. Logistics and trade is a structural advantage given the DMIC node status, the open expressway, the nearby airport and the cleared semi-high-speed rail. Defence, aviation and heavy engineering are named priority sectors that suit the airport and the large contiguous land parcels, but specific committed anchors are not yet reliably sourced, so they are opportunity rather than delivery. The same is true for auto, general manufacturing, metals, pharma, biotech and food processing. The honest way to read the sector map is to lead with semiconductors and solar for credibility and treat the rest as invited opportunity zones. Source: fact pack sectors and economy notes, DICDL.

The dated milestones that show momentum

Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.

Who runs Dholera and why the structure matters

Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.

Frequently asked questions

Which company is building the Dholera semiconductor plant?

Tata Electronics, through Tata Semiconductor Manufacturing Pvt Ltd, with Taiwan's PSMC as technology partner. The Rs 91,000 cr fab was approved by the Union Cabinet on 29 February 2024, targets up to 50,000 wafers a month on nodes from 28 to 110 nm, and signed a lithography MoU with ASML reported around May 2026. A first chip is targeted for 2026 to 2027.

Why is Dholera so famous?

Because it is India's flagship greenfield industrial smart city and home to India's first major commercial semiconductor fab, the Rs 91,000 cr Tata plant. Add the dual-government backing, the open expressway, operational solar and the plug-and-play Activation Area, and it has become the most-watched greenfield city in the country.

What are the upcoming projects in Dholera?

On the infrastructure side, the airport (targeted late 2026), the semi-high-speed rail (targeted 2030 to 2031) and the next phases of the solar park and Tata fab. On the real estate side, our project index maps 109 named plotted developments to 60 developers, mostly residential plotting schemes in and around the Activation Area. Verify each GUJRERA number before relying on it.

Is it safe to invest in Dholera SIR?

It can be, if you buy the right way. Dholera has genuine strengths: dual-government backing through DICDL (51 percent Gujarat, 49 percent Centre), a Rs 91,000 cr Tata semiconductor fab under construction, about 300 MW of operational solar and an open expressway. The safety comes from discipline: buy a RERA-registered plot verified inside the SIR boundary, confirm the GUJRERA number, N.A. title and 7/12 chain, and get the all-in price in writing. Treat appreciation as an expectation, never a guarantee.

What is the future of Dholera smart city?

The plan is a phased build over roughly 30 years toward a large industrial smart city with a promotional target near one million residents, anchored by semiconductors, solar and manufacturing. Completion years are stated as 2040 or 2042 inconsistently, so treat any single year as a reported target.
