The short version

Dholera's mega-projects, ranked by scale and progress, are led by the Rs 91,000 cr Tata semiconductor fab (under construction), the solar park (about 300 MW operational, 5,000 MW target), the airport (targeted late 2026) and the open expressway, followed by announced-stage plans from Adani (data centres) and Reliance (green hydrogen). Built and building projects rank above announced MoUs, which are labelled so you never mistake a plan for a factory.

Listen
How we ranked: we rank by scale and by real progress, placing built and building projects above announced MoUs, and we label every announced plan as reported and unbuilt. Investment figures come only from sourced records.

Mega-project is an overused word in Dholera marketing, so we split the real from the announced. This page ranks the mega-projects by scale and, crucially, by how far they have actually progressed, led by the Rs 91,000 cr Tata semiconductor fab that is under construction. Built and building projects rank above announced ones, and every announced plan is labelled so you never mistake an MoU for a factory.

How we label facts: every figure is marked durable (structurally fixed), reported (with a date) or target (announced, not yet delivered). We never present a target as an achievement.

Dholera's mega-projects, real and announced

1

The Tata semiconductor fab

The Rs 91,000 cr (about US$11B) Tata Electronics fab with PSMC, up to 50,000 wafers a month on nodes 28 to 110 nm, Cabinet-approved 29 February 2024, ASML lithography partner, civil about 50 percent complete by May 2026. [Durable approval and investment; reported status]

At this scale it is the largest and most bankable mega-project in Dholera, and the reason the city has industrial gravity.

2

The Dholera Ultra-Mega Solar Power Park

About 300 MW commissioned, 1,000 MW sanctioned as Phase I under GPCL, 5,000 MW ultimate target by around 2030. [Durable operational; target for the 5,000 MW]

It is a mega-project already delivering power, which is rare among Dholera's headline plans.

3

Dholera International Airport

A 3,200 m Code 4E airport about 20 km from the SIR, reported roughly 80 percent complete in mid 2026, operations targeted late 2026. [Target]

A genuine mega-project in build, but on a timeline that has slipped repeatedly.

4

The Ahmedabad to Dholera Expressway

A 109 km access-controlled expressway reported inaugurated 31 March 2026. [Reported, Mar 2026]

The first of Dholera's mega connectivity projects to actually open.

5

The Adani AI-ready data-centre hub (announced)

A reported plan via AdaniConneX for an AI-ready data-centre hub of up to 7.5 GW at Dholera, reported around Rs 3 lakh cr. [Reported, announced, verify]

This is announced, not built, so we flag it clearly. If delivered it would be transformational, but it is not committed capital yet.

6

The Reliance renewable and green-hydrogen plan (announced)

A reported MoU for a large renewable-energy and green-hydrogen plan across Gujarat including Dholera. [Reported, MoU, verify]

Another announced-stage plan. We list it as momentum, not delivery, until a primary source confirms build.

The Tata semiconductor fab, the anchor that changed everything

The strongest fact in the whole Dholera story is the Tata Electronics semiconductor fabrication plant. Built by Tata Semiconductor Manufacturing Pvt Ltd with Taiwan's PSMC as technology partner, it was approved by the Union Cabinet on 29 February 2024 under the India Semiconductor Mission. The investment is Rs 91,000 cr, roughly US$11 billion, and the PIB Fiscal Support Agreement cites Rs 91,526 cr. Planned capacity is up to 50,000 wafers a month on a 300 mm line, on mature and specialty nodes from 28 to 110 nm, making power-management chips, display drivers, microcontrollers and high-performance logic. The Fiscal Support Agreement was signed on 5 March 2025, and a lithography MoU with ASML, a world leader in the field, was reported around 17 May 2026. Ground-breaking was in March 2024 and civil work was reported around 50 percent complete by May 2026 after a late-2025 redesign for the local soil. A first chip is targeted for 2026 to 2027, which remains a target, because no source confirms a chip has been produced. This is India's first major commercial fab, and it is what turned Dholera from a plan into a place with real industrial gravity. Who is actually investing in Dholera

It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.

The Dholera solar park, real megawatts on the ground

Dholera doubles as a clean-power hub. The Dholera Ultra-Mega Solar Power Park carries an ultimate announced target of 5,000 MW by around 2030, which is a target and not installed capacity. The grounded numbers, from the CEA quarterly report dated September 2025, are that Phase I of 1,000 MW is sanctioned under Gujarat Power Corporation Ltd, with roughly 300 MW commissioned and 700 MW under development targeted for March 2027, awarded to Tata Power, Vena, ReNew, SJVN and TEQ Green and delayed by tariff and GERC disputes. Tata Power has separately commissioned a 300 MW Dholera plant using 873,012 monocrystalline modules across 1,320 acres, which it describes as India's largest single-axis solar tracker. Whether that exactly equals the CEA's 300 MW is not cleanly reconcilable, so we flag it. The honest bottom line is simple: about 300 MW is operational today, 1,000 MW is sanctioned for Phase I, and 5,000 MW is the long-range target. Clean power on this scale matters because it also feeds the industrial base the city is being built for. Sources: CEA September 2025 quarterly report, tatapowersolar.com.

The dated milestones that show momentum

Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.

Who runs Dholera and why the structure matters

Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.

What is Dholera SIR, in one honest paragraph

Dholera SIR is the Dholera Special Investment Region, a greenfield industrial smart city taking shape in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. It is built under the Gujarat Special Investment Region Act of 2009 and is the flagship node of the Delhi Mumbai Industrial Corridor. The planning envelope is roughly 920 sq km, of which about 580 sq km is developable and around 422 sq km is set for urban development, phased across roughly three decades. The first live piece is the Activation Area of about 22.5 sq km inside Town Planning Scheme 2, the plug-and-play demonstration zone where trunk infrastructure was laid before anything went up above ground. Planning sits with DSIRDA, the statutory land and planning authority. The city itself is built by DICDL, a special purpose vehicle formed on 28 January 2016 and owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust. That dual-government structure is the single most important thing to understand about Dholera, because it is why the project keeps moving even when individual timelines slip.
