The short version

Dholera is an industrial city at heart, and its industrial projects, ranked by scale and certainty, are led by the Rs 91,000 cr Tata semiconductor fab (India's first major commercial fab), then real industrial parks and estates like GAP Industrial Park, Mayur Industrial Park and Navkar's Activation Area land, and finally announced supplier plans such as the INOX specialty-gas hub. Developer disclosures and announced plans are clearly labelled.

Listen
How we ranked: we rank industrial projects by scale and by certainty, from the Cabinet-approved Tata fab down to developer-disclosed industrial estates and announced supplier hubs, labelling each accordingly.

Dholera is, at its core, an industrial city, so its industrial projects are the ones that will ultimately define it. This page ranks them by scale and certainty, led inevitably by the Tata semiconductor fab, then the real industrial parks and plotted estates that developers are building around it, and finally the announced supplier plans that would deepen the ecosystem. Developer disclosures are labelled as such, and announced plans are flagged.

How we label facts: every figure is marked durable (structurally fixed), reported (with a date) or target (announced, not yet delivered). We never present a target as an achievement.

The industrial projects shaping Dholera

1

The Tata Electronics fab

The flagship industrial project: a Rs 91,000 cr 300mm semiconductor fab with PSMC, up to 50,000 wafers a month, Cabinet-approved February 2024. It is India's first major commercial fab. [Durable]

Every other industrial plan at Dholera exists in the gravitational field of this one anchor.

2

GAP Industrial Park 1

An industrial park in the Activation Zone that the developer describes as RERA-approved, offering industrial plots with utilities. [Developer disclosure]

For industrial buyers, confirm the RERA number, permitted activity and utility connections, not just the plot size.

3

Mayur Industrial Park (I and II)

Industrial plotted projects by Mirrikh Group at Anandpur village near the expressway, described as N.A., NOC and title-clear. [Developer disclosure]

Expressway proximity is a genuine logistics advantage for industrial use.

4

Navkar industrial land in the Activation Area

Industrial plots by Navkar, active since 1997, on prime roads up to 70 m wide in the Activation Area across TP2A and TP4. [Developer disclosure]

A long-established name focused specifically on Activation Area industrial land.

5

Vittaarch Phase II Heavy Industrial

Announced industrial parcels from 10 acres upward with utilities, aimed at heavy industry. [Developer disclosure, announced]

Large-format industrial land for bigger manufacturing users, still at the announced stage.

6

The INOX Air Products specialty-gas hub (announced)

A reported roughly Rs 500 cr electronic-specialty-gas hub and Air Separation Unit to supply ultra-high-purity gases to the fabs and to ReNew's solar-cell facility, with a cold-box structure reported erected. [Reported, announced]

A specific, fab-supporting industrial plan, though still to be confirmed as built.

The Tata semiconductor fab, the anchor that changed everything

The strongest fact in the whole Dholera story is the Tata Electronics semiconductor fabrication plant. Built by Tata Semiconductor Manufacturing Pvt Ltd with Taiwan's PSMC as technology partner, it was approved by the Union Cabinet on 29 February 2024 under the India Semiconductor Mission. The investment is Rs 91,000 cr, roughly US$11 billion, and the PIB Fiscal Support Agreement cites Rs 91,526 cr. Planned capacity is up to 50,000 wafers a month on a 300 mm line, on mature and specialty nodes from 28 to 110 nm, making power-management chips, display drivers, microcontrollers and high-performance logic. The Fiscal Support Agreement was signed on 5 March 2025, and a lithography MoU with ASML, a world leader in the field, was reported around 17 May 2026. Ground-breaking was in March 2024 and civil work was reported around 50 percent complete by May 2026 after a late-2025 redesign for the local soil. A first chip is targeted for 2026 to 2027, which remains a target, because no source confirms a chip has been produced. This is India's first major commercial fab, and it is what turned Dholera from a plan into a place with real industrial gravity. The sectors Dholera is built for

The official DICDL sector list is broad: defence, aviation, electronics and semiconductors, high-tech and emerging industries, pharma and biotech, heavy engineering, auto and auto-ancillary, general manufacturing, agro and food processing, and metals, plus renewables. Two of those are proven on the ground and the rest are priority sectors with anchors still emerging, a distinction worth keeping. Semiconductors and electronics is the flagship, anchored by the Tata fab and its supplier ecosystem. Solar and renewable energy is real too, with about 300 MW commissioned and 1,000 MW sanctioned. Logistics and trade is a structural advantage given the DMIC node status, the open expressway, the nearby airport and the cleared semi-high-speed rail. Defence, aviation and heavy engineering are named priority sectors that suit the airport and the large contiguous land parcels, but specific committed anchors are not yet reliably sourced, so they are opportunity rather than delivery. The same is true for auto, general manufacturing, metals, pharma, biotech and food processing. The honest way to read the sector map is to lead with semiconductors and solar for credibility and treat the rest as invited opportunity zones. Source: fact pack sectors and economy notes, DICDL.

Who is actually investing in Dholera

It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.

What the smart-city infrastructure actually includes

The Activation Area is where Dholera's smart-city claims become concrete. Per a DICDL official account from 2024, the built infrastructure includes underground utilities for power, ICT and fibre ducts, piped natural gas and potable water with smart meters and leak detection, a recycled-water network, wastewater and effluent lines, and stormwater routed into a 6.5 km man-made canal. There is a water treatment plant of about 50 MLD with reservoirs, and roughly 72 km of internal roads from 18 to 70 m wide with pedestrian and cycle lanes and a reserved rapid-transit corridor. The ABCD building, the Administrative cum Business Centre for Dholera in the TP2 Knowledge and IT Zone, houses the Integrated Command and Control Centre, the ICCC, which is the city's digital brain for water, power, lighting, surveillance, traffic and environment, and is reported operational with a LEED Gold design. Some promoted features, such as a common walkable utility tunnel and district cooling, are not officially confirmed, so we label them planned rather than built. The plug-and-play model, laying trunk utilities before above-ground construction, is the genuinely distinctive part. Source: fact pack smart-city utilities section, DICDL 2024.

Who runs Dholera and why the structure matters

Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.

The dated milestones that show momentum

Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.

Frequently asked questions

Which company is building the Dholera semiconductor plant?

Tata Electronics, through Tata Semiconductor Manufacturing Pvt Ltd, with Taiwan's PSMC as technology partner. The Rs 91,000 cr fab was approved by the Union Cabinet on 29 February 2024, targets up to 50,000 wafers a month on nodes from 28 to 110 nm, and signed a lithography MoU with ASML reported around May 2026. A first chip is targeted for 2026 to 2027.

What are the upcoming projects in Dholera?

On the infrastructure side, the airport (targeted late 2026), the semi-high-speed rail (targeted 2030 to 2031) and the next phases of the solar park and Tata fab. On the real estate side, our project index maps 109 named plotted developments to 60 developers, mostly residential plotting schemes in and around the Activation Area. Verify each GUJRERA number before relying on it.

Is it safe to invest in Dholera SIR?

It can be, if you buy the right way. Dholera has genuine strengths: dual-government backing through DICDL (51 percent Gujarat, 49 percent Centre), a Rs 91,000 cr Tata semiconductor fab under construction, about 300 MW of operational solar and an open expressway. The safety comes from discipline: buy a RERA-registered plot verified inside the SIR boundary, confirm the GUJRERA number, N.A. title and 7/12 chain, and get the all-in price in writing. Treat appreciation as an expectation, never a guarantee.

How do I verify a Dholera RERA number?

Go to gujrera.gujarat.gov.in, open Registration and then Project Search, select district Ahmedabad and taluka Dhandhuka, enter the number or developer name, and check the sanctioned layout, promoter, FSI and expiry. Confirm your brochure plot numbers match. A vague RERA approved claim with no number is not a registration.

Why is Dholera so famous?

Because it is India's flagship greenfield industrial smart city and home to India's first major commercial semiconductor fab, the Rs 91,000 cr Tata plant. Add the dual-government backing, the open expressway, operational solar and the plug-and-play Activation Area, and it has become the most-watched greenfield city in the country.
