The short version
The key facts about the Dholera solar park: about 300 MW is operational today (largely Tata Power), Phase I of 1,000 MW is sanctioned under GPCL with 700 MW targeted for March 2027, and 5,000 MW is the ultimate target by around 2030, not installed capacity. Tata Power runs a 300 MW plant it calls India's largest single-axis tracker. The park was approved around April 2018. We keep operational, sanctioned and target figures distinct.
The Dholera solar park is one of the few Dholera mega-projects already delivering, so it deserves clear, labelled facts. This page ranks the key facts about the Dholera solar park by how grounded they are, leading with the roughly 300 MW that is genuinely operational, then the sanctioned and target capacities. We keep the 300 MW, 1,000 MW and 5,000 MW figures carefully distinct, because conflating them is the most common solar-park error.
The key facts about the Dholera solar park
About 300 MW is operational today
Roughly 300 MW is commissioned, largely by Tata Power, which is real power on the grid rather than a plan. [Durable, CEA Sept 2025]
This is the fact that separates the solar park from Dholera's still-building projects.
Phase I of 1,000 MW is sanctioned
Phase I of 1,000 MW is sanctioned under Gujarat Power Corporation Ltd, with about 300 MW commissioned and 700 MW under development targeted for March 2027. [Durable, CEA Sept 2025]
The 700 MW has been delayed by tariff and GERC disputes, which we note honestly.
The ultimate target is 5,000 MW
The Dholera Ultra-Mega Solar Power Park carries a 5,000 MW ultimate announced target by around 2030, which is a target, not installed capacity. [Target]
Do not read 5,000 MW as today's output, because it is a long-range goal.
Tata Power runs India's largest single-axis tracker here
Tata Power commissioned a 300 MW plant using 873,012 monocrystalline modules across 1,320 acres, described as India's largest single-axis solar tracker. [Reported, Tata Power]
Whether this exactly equals the CEA's 300 MW is not cleanly reconcilable, so we flag it.
Multiple developers are building Phase I capacity
The 700 MW under development was awarded to Tata Power, Vena, ReNew, SJVN and TEQ Green, with GPCL as agency. [Durable, CEA Sept 2025]
A spread of serious energy developers is a credibility signal for the park.
The park was approved around April 2018
The Dholera solar park was approved around April 2018, so it predates much of the recent Dholera attention. [Reported]
It is one of Dholera's older and more proven pieces of infrastructure.
The Dholera solar park, real megawatts on the ground
Dholera doubles as a clean-power hub. The Dholera Ultra-Mega Solar Power Park carries an ultimate announced target of 5,000 MW by around 2030, which is a target and not installed capacity. The grounded numbers, from the CEA quarterly report dated September 2025, are that Phase I of 1,000 MW is sanctioned under Gujarat Power Corporation Ltd, with roughly 300 MW commissioned and 700 MW under development targeted for March 2027, awarded to Tata Power, Vena, ReNew, SJVN and TEQ Green and delayed by tariff and GERC disputes. Tata Power has separately commissioned a 300 MW Dholera plant using 873,012 monocrystalline modules across 1,320 acres, which it describes as India's largest single-axis solar tracker. Whether that exactly equals the CEA's 300 MW is not cleanly reconcilable, so we flag it. The honest bottom line is simple: about 300 MW is operational today, 1,000 MW is sanctioned for Phase I, and 5,000 MW is the long-range target. Clean power on this scale matters because it also feeds the industrial base the city is being built for. Sources: CEA September 2025 quarterly report, tatapowersolar.com.
The sectors Dholera is built for
The official DICDL sector list is broad: defence, aviation, electronics and semiconductors, high-tech and emerging industries, pharma and biotech, heavy engineering, auto and auto-ancillary, general manufacturing, agro and food processing, and metals, plus renewables. Two of those are proven on the ground and the rest are priority sectors with anchors still emerging, a distinction worth keeping. Semiconductors and electronics is the flagship, anchored by the Tata fab and its supplier ecosystem. Solar and renewable energy is real too, with about 300 MW commissioned and 1,000 MW sanctioned. Logistics and trade is a structural advantage given the DMIC node status, the open expressway, the nearby airport and the cleared semi-high-speed rail. Defence, aviation and heavy engineering are named priority sectors that suit the airport and the large contiguous land parcels, but specific committed anchors are not yet reliably sourced, so they are opportunity rather than delivery. The same is true for auto, general manufacturing, metals, pharma, biotech and food processing. The honest way to read the sector map is to lead with semiconductors and solar for credibility and treat the rest as invited opportunity zones. Source: fact pack sectors and economy notes, DICDL.
Who is actually investing in Dholera
It helps to separate what is built or building from what is merely announced. The durable, government or company-confirmed anchors are the Tata Electronics fab with PSMC at Rs 91,000 cr, the ASML lithography MoU reported in May 2026, and Tata Power's roughly 300 MW of operational solar, with ReNew, SJVN, Vena and TEQ Green awarded Solar Park Phase I capacity. Beyond those, several names appear as MoUs or announcements that are not yet built capital, and they should be quoted with that label and their date, never as delivered investment. Reliance has an MoU for a large renewable and green-hydrogen plan across Gujarat that includes Dholera. Adani, via AdaniConneX, has a reported AI-ready data-centre hub plan. Jabil signed an MoU for silicon-photonics manufacturing, and INOX Air Products has a reported specialty-gas hub to supply the fabs. Two corrections matter: Micron's fab is in Sanand, not Dholera, and the Vedanta-Foxconn joint venture collapsed in 2023 when Foxconn withdrew, so it is history, not an active build. The bankable, breaking-ground fab is Tata plus PSMC. Source: anchor-investors notes, PIB, tataelectronics.com.

The dated milestones that show momentum
Momentum is easiest to judge from dated, sourced wins rather than adjectives. The Gujarat SIR Act was enacted in 2009, the legal foundation. DICDL, the build SPV with dual-government ownership, was formed on 28 January 2016. The Union Cabinet approved the Tata to PSMC fab at Rs 91,000 cr on 29 February 2024 under the India Semiconductor Mission. In August 2024 the Cabinet approved 12 new industrial cities under the National Industrial Corridor programme, reaffirming Dholera as the flagship node. The Fiscal Support Agreement for the fab was signed on 5 March 2025. The Ahmedabad to Dholera Expressway was reported inaugurated on 31 March 2026. The CCEA cleared the semi-high-speed rail around 13 May 2026, and the Tata to ASML lithography MoU was reported around 17 May 2026. By mid 2026 the airport was reported roughly 80 percent complete with operations targeted for late 2026, fab civil work around 50 percent, and about 300 MW of solar commissioned. Each of these is real and dated, and together they answer the "nothing is happening" claim. Source: fact pack momentum and milestones notes, PIB.
Who runs Dholera and why the structure matters
Three bodies matter. DSIRDA, the Dholera Special Investment Region Development Authority, is the statutory planning and land authority. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city, formed on 28 January 2016 and owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust. NICDC, the National Industrial Corridor Development Corporation, formerly DMICDC, is the central nodal agency, and it markets Dholera as India's First Semicon City. Around them sit the Gujarat industrial ecosystem: GIDB for infrastructure, iNDEXTb for investor facilitation, GIDC for industrial estates, and the Industries Commissionerate for policy. This governance stack is not trivia. The 51-49 ownership is precisely why Dholera has survived collapsed deals, litigation and missed deadlines that would have killed a purely private project, because both a determined state government and the central government have their credibility tied to it. When you assess any Dholera claim, the first useful question is which of these bodies is the primary source. Sources: dholera.gujarat.gov.in, nicdc.in, gidb.gujarat.gov.in.
What is Dholera SIR, in one honest paragraph
Dholera SIR is the Dholera Special Investment Region, a greenfield industrial smart city taking shape in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. It is built under the Gujarat Special Investment Region Act of 2009 and is the flagship node of the Delhi Mumbai Industrial Corridor. The planning envelope is roughly 920 sq km, of which about 580 sq km is developable and around 422 sq km is set for urban development, phased across roughly three decades. The first live piece is the Activation Area of about 22.5 sq km inside Town Planning Scheme 2, the plug-and-play demonstration zone where trunk infrastructure was laid before anything went up above ground. Planning sits with DSIRDA, the statutory land and planning authority. The city itself is built by DICDL, a special purpose vehicle formed on 28 January 2016 and owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust. That dual-government structure is the single most important thing to understand about Dholera, because it is why the project keeps moving even when individual timelines slip. Frequently asked questions
How much solar is operational at Dholera?
About 300 MW is commissioned, largely by Tata Power. Phase I of 1,000 MW is sanctioned under Gujarat Power Corporation Ltd, and the ultimate target is 5,000 MW by around 2030, which is a target and not installed capacity.
Why is Dholera so famous?
Because it is India's flagship greenfield industrial smart city and home to India's first major commercial semiconductor fab, the Rs 91,000 cr Tata plant. Add the dual-government backing, the open expressway, operational solar and the plug-and-play Activation Area, and it has become the most-watched greenfield city in the country.
What is the future of Dholera smart city?
The plan is a phased build over roughly 30 years toward a large industrial smart city with a promotional target near one million residents, anchored by semiconductors, solar and manufacturing. Completion years are stated as 2040 or 2042 inconsistently, so treat any single year as a reported target.
Is it safe to invest in Dholera SIR?
It can be, if you buy the right way. Dholera has genuine strengths: dual-government backing through DICDL (51 percent Gujarat, 49 percent Centre), a Rs 91,000 cr Tata semiconductor fab under construction, about 300 MW of operational solar and an open expressway. The safety comes from discipline: buy a RERA-registered plot verified inside the SIR boundary, confirm the GUJRERA number, N.A. title and 7/12 chain, and get the all-in price in writing. Treat appreciation as an expectation, never a guarantee.
Which company is building the Dholera semiconductor plant?
Tata Electronics, through Tata Semiconductor Manufacturing Pvt Ltd, with Taiwan's PSMC as technology partner. The Rs 91,000 cr fab was approved by the Union Cabinet on 29 February 2024, targets up to 50,000 wafers a month on nodes from 28 to 110 nm, and signed a lithography MoU with ASML reported around May 2026. A first chip is targeted for 2026 to 2027.
